In response to the California Consumer Privacy Act (CCPA), Facebook has implemented new privacy requirements to advertise on their platform, known as Limited Data Use (LDU), which is officially required as of October 20th. This new privacy requirement is having a dramatic impact on digital marketers by making potential customers in the most populous state unreachable if not handled correctly.

LDU requires all business advertising on Facebook to implement tools giving California residents the ability to opt-out of data targeting. If these signals are not in place, Facebook will opt-out all California users from targeted advertising campaigns by default, leading to huge losses in conversions.
